Helen has a research and policy background in a range of New Zealand government departments and agencies, including for the New Zealand Ministry of Defence. She has experience drafting business cases and leading economic analysis processes for major procurement projects.

Helen holds a Master of Strategic Studies and a Bachelor's degree in International Relations and Political Science from Victoria University of Wellington.
